Two years late, and at twice the anticipated cost, the Auditorio Metropolitano in Zapopan finally opened its doors to prying media eyes last week. Judging by the list of artists lining up to perform, it may be worth all the hype.

In many parts of the world, foreign residents are allowed the opportunity to vote in local elections. This enfranchisement does not represent a threat to the sovereignty of a nation – the foreigners mostly pay taxes and have a stake in their communities. Many have lived there for decades. In some countries, France to name one, foreigners who are not naturalized citizens may even stand for local offices.

The plan to build the 2011 Pan American Games village alongside the Parque Morelos is a bold move by Guadalajara Mayor Alfonso Petersen to revitalize a run-down and neglected area of the city center. Unfortunately, he may have started out on the wrong foot and alienated many of those whose support he requires for the project to succeed.
